It is presents in the game the possibility to make the Rhine Confederation, or the Westfalia Kingdom, or the Poland.

You may not redraw the borders. So to create the Confederation of the Rhine is impossible. Westphalia is in the game though not with the Kingdom of Westphalia's borders. How much of Polen you get when you become Lord Protector of Poland depends on the scenario IIRC.

It is my understanding that you CAN create the confederation of the Rhine. Just get protectorates over all the component parts (Bavaria, Westphalia, etc) and then they start to create bonus troops for the confederation.
I have never achieved it though! (But the manual says it works)
