AI vs AI

I think this came up tangentially to something else a while back, but I can't remember what the answer was; in any case, as long as Marshall's working on the AI--
Is there a reason all AI vs AI battles are resolved as trivial combat? Besides being boring, this would seem to give an inordinate advantage to the higher morale countries. How can the Turks ever get a pursuit that way?
Clearly the AI already has an algorithm for picking chits against a human opponent; why not apply it against another AI as well?
I don't know whether I should post this to the bug tracker, since it's not a bug exactly, and maybe there's some reason it can't be changed.
