China given some additional land units in Manchuria, since this will be an active combat zone in the Orange Dawn world.
I am considering adding a bit to the Chinese Navy, a few surplus western ships purchased after WW1...low experience crews of course, but could be interesting.

In 1921, the Chinese purchase the old armoured cruiser HMS Minotaur and three surplus "Eagle" patrol boats from the US. The cruiser was obsolete and scheduled for scrapping, but was offered to the Chinese for a bargain-basement price by the British. They don't consider the ship a threat to their own position, and hope it serves as something of a deterrent to Japanese aggression (which both the British and Americans are increasingly concerned with). Of course, the sale of this ship, as well as the Eagle boats, to China offends the Japanese greatly, helping fuel their paranoia and belief that the British and Americans are in cahoots to "insult" Japan by turning China into a client state tied to western interests.
For their part, the Chinese soon discover that Minotaur (renamed Zheng He) is a white elephant, expensive to operate and hard for their poorly-organized navy to properly man. She spends most of her time in harbor and has a badly trained crew. The Eagle boats turn out to be more useful as patrol ships and compliment to their torpedo boat squadron.
