How can the same submarine be in two differnt hexes? [It really is at Victoria]

How can an air strike hit two different TFs at the same time? A sub must be in a
sub TF - cannot be in a surface TF.

Stuff occasionally "slops over" from one report to another - esp. when there are minefields involved... you'll get reports of ship sinkings, troop casualties, etc. that have nothing to do with the minefield... including stuff like you just listed - note the minefield reports at the beginning and end.
