The tab on the right of the screen that mandates/requires strategic movement is locked in the "activated" position.
My units won't move in regular movement mode now.
Has this happened to anybody?

Did your Control key get stuck?

No Erik. In fact, I tried to use the control key to deactivate the tab.
Ultimately I just should it down, reloaded and did the whole turn again.
When I started again, it all worked fine, leading everybody that knows me to suspect I screwed up something, perhaps even the control key.

This may seem like a dumb question: Why didn't you perform a "save as" before you re-started?

I actually had that happen to me too - save, restart - everything ok. You're not alone...

Don't know if this is the same or not, but if during a turn the AI moves into one of my locations, triggering reaction at the end of the AI turn, my side is prevented from any strategic movement, not just near that battle, but on the entire map.
(It will only allow movement of land units to an adjacent zone, will NOT allow ANY water movement), and units having initiative have no effect on this movement limitation, either.
I just thought maybe it was intentional??

See my thread in the "technical problems" forum. I found this one almost right away. Basically, I was doing process swaps between the game, the manual, and my favorite ACW music, using "CTRL-ALT-DEL". When you do that, you see the "stuck button" problem 100% of the time (at least on my machine). One of the replies I got mentioned using "ALT-TAB", which I had never used before. When you use "ALT-TAB" to swap processes, you NEVER see the problem.

Easy workaround once you know what is happening!
