Accept control bug.

Marshall i mailed you my savegame, as i wrote i could try ask host to send you spain.backup file is needed.
Game seems to have wrong settings for minor countries who went neutral from political fiasco/instability zone.
France is not doing great and lost most of his minors, im Austria allied to the usual bunch.
I had accept control for all minors, my ally Russia Dow'ed Flanders and got auto-conquest of it, since game states none to take control..... Ignoring my accept control check box !
