Can I do anything to increase the number of men, used to produce units in city detail?

I'm not sure I get the question. You mean that you want more "Men" in a city, so that you can produce more units? Using the "Greater Population" (I think it's called) option should do the trick. Or am I misunderstanding?

Each year some are added back in to the city figures, I think in April, so although you lose some during the year when you produce units, you get more eventually.
I'm not sure if that's what you meant, but I hope that's what you wanted.

And if you have camps in all cities that too will reduce the number of men in a city with the right rules in play. Which is why I never build camps in Virginia, South Carolina and New Orleans.

I mean - the most citys have only 1-6 'men' to use when building units, forts etc.(ex. to build infantry you use 2 of those men)?

and when I am asking: can anyone tell me shortly what 'forage' and 'initiative check' is? I have read the manual, but I just can't figure out, what to use it to? (english isn't my first language, as you already have guesed [;)])

I cannot explain those words exactly in game terms, but:
forage: this means the soldiers find food on their own, for example stealing chickens from farms, not from central supply depot. If you are far from railway lines I think your armies will do this for some of their supply.
initiative check: this is to see who moves first or to see if your unit will actually move at all. Some generals were very slow to do anything, like McClellan, in real life. (not an expert, so if I am wrong please correct me.) So in the game, if you want to move an army they have to make a check.
I am at work, so again, please feel free to correct this.
Also, about camps, if you are playing confederacy, consider putting camps in large cities where the governors oppose muster. You cannot get any muster brigades there, but they can send me to replace your battle losses! I do build a camp in New Orleans, but I may consider the suggestion to not to do that in order to increase muster.

oh, the last question about men in the city. In the game I play now, I have several citys, where the most men are dark blue (not available) even though I do not produce any units - what is happening?

No, I have followed some advices in this forum not to build a lot of camps. Maybe because I do lose a lot of men in besieges, and they have to be reinforced?

I believe that casulties taken from sieges will be reinforced from your camps as well. And you did not muster in those cities either?

no, i did not muster! My casualties is about 50000 men, but the reinforce is only about 4800 men - can that explain anything? I really didn't do much beside building buildings

I'm not sure what you're describing, so let me ask:
Have you purchased units in those cities?
How far into the war are you?
As for those 4800 replacement troops, is that number per turn?
As for terje439's point about sieges casualties being replaced, I believe that only happens if one's armies/corps/divisions are set at low or no supply. If you've got an army on high supply, it's going to suck up all of the available replacement troops. If you've got a fort that lost a lot of men and it's important to reinforce them the best thing to do is to send a fresh brigade in (or move a garrison unit from a less important fort or city), and then either just leave it there or disband it so that its men are divided among the depleted units.

Hmm, another Q then, have those cities produced any units since last April? April is when your Pop-count goes back up.

Answer to Gil: 1) yes, I had purchased units in those towns, but not in the moment. 2) I'm in late may 1963 playing as USA 3) yes, the replacement troops are per turn.
Answer to terje439: no, only one or two citys.
