... between this new game and the older Hearts of Iron (HOI) and/or HOI2? I realize this new game is Euro based.

The main difference is at the board.
Provinces vs Hexes
I'm joking.
It's really hard to compare classical turn based game with real time strategy game as Hearts of Iron is and I think this is most visible difference.

Ok, then how does it compare vs Commander: Europe at War or Strategic Command 2?

I must be honest and say that I didn't play Strategic Command 2 so can't say anything.
Commander: Europe at War lies at my shelf and I did play for a while, but it was some time ago.
When I launched this game for a first time I thought we have a spy in our team

Commander: EaW has got very good graphic and IIRC it's coopearted with Osprey, but you can play only as allied or axis, which dosn't meant that tthe game is bad. I just don't liked polish translation.
In World War 2: Road to Victory you can play as any nation and if anybody wanna play as one side, he can set few countries to Human.

Yes, it is.
But probably there are others. I don't have enough knowledge about Commander to tell are there any differences in game mechanics.
The sad truth is that my son don't see any

as but he plays Prince of Persia (the new ones from Ubisoft). BUt most probably if you spent some time playing both titles you will see many of them.
