Is it deliberate that a surrounded HQ can’t activate?

I, unfortunaly, had a large chunk of the French army surrounded. They are stacked with an HQ with plenty of activation points and should be easily able to break out except I can’t activate the HQ in question.
I seem to remember from previous games that I could activate surrounded HQ’s to enable me to break out of pockets but perhaps I remember it wrong?
I checked the manual very carefully and nowhere is it mentioned that isolated HQ’s can’t be activated.

I think it depends on the supply level of the hex the HQ unit is in. If it is 0% or even just a few percentage points that HQ will not be able to activate. Based on previous experiences like this it seems if the supply level is at least 10% they can activate. There is no documentation on the exact percentage but there is definitely a point below which activation is no longer possible.

I think its like 8%. This is the least amount of supply you need to activate any HQ.
