Militia mobilization question Ver 1.010

10.1.1 says: The first time a land region with at least one population center is attacked (overrun attack, naval bombardment or regular land combat), a number of defending Militia units will be generated….
Militia mobilization will occur if a heavy arty in the mobilizing region attacks an enemy transport only (no naval combat units in enemy force).
Since a naval bombardment (enemy naval combat units attacking heavy arty) didn’t occur, is this per design intent or is the documentation off?

I'd say the documentation is off, since a region does not need any population center to generate the militia. A lone resource will also generate the militia.
That said, I find it an odd design decision that a naval bombardment or heavy artillery engaging adjacent shipping would trigger the raising of the local militia, yet a cavalry raid or scouting would not.

The thrust of my post was on the lack of a naval bombardment triggering militia mobilization, but I’d missed that this occurred in a region with no population center as well.
Is it the documentation or the design intent implementation which is in error regarding a population center not being required for militia mobilization?

Militia generation is 2xPop + 1xresource. It's always been this way. Does the manual not say this?
As for militia mobilization, naval combat with HA does generate militia and was the intent.

The manual entry is mildly ambiguous. The way the first sentence reads, it seems to be a prerequisite that a region has a population center in order to generate militia, when it is not the case. A lone resource will also generate militia, without any population centers in the region.

I understand the intent, but find it odd that cavalry raiding and scouting are not deemed intrusive enough into the region to likewise spawn the militia. After all, in real life, what would get the local militia off their duffs more readily, a few thousand troopers burning, looting and riding through the countryside, or a few ships lobbing shells at a nearby fort? I happen to think the former, which is why I feel it is an odd design decision. Nothing I can't live with, mind you, and a fairly small nit to pick in an overwhelmingly great game.

It's an understandable point. I think cav raiding/scouting and its impact on militia was something overlooked during development.
