Aircraft pool reset to 0 for A6M2-N Rufe

I've been running a game AI vs AI just to see what it does to itself and discovered something that looks like a bug in the implementation of the scrapping of Japanese aircraft described in chapter 13.6 in the manual.
It is 08/07/42 and 2 out of 5 Rufe units have arrived and are at full strength. The pool of Rufes has reached 100. The next turn it is reset to 0 again. It starts to rebuild again and I don't know what will happen when I reach 100 again.
The version I use is 1.806 standard but I think that the game originally started on 1.804. I run with Both Computer PDU turned off. It repeats every time I rerun the turn and I have older saves available too if needed.
The scenario is 15 with Historical start and December 7th surprise.
