Questions

been playing GOA for a couple weeks. Its a great game. I've managed to answer many of my questions through the forum, along with trial and error, but I have a few questions I still wasnt sure about.
1) How exactly do raw materials (RMs) relate to production? If a country has more RMs than production, are those RMs unused, until either production increases or they are transferred to another country? When used, does 1 RM = +1 production? Basically, when playing the CPs I have been checking my RMs and seeing if they are greater than production, and if so, I usually transfer the excess to Germany (especially after Bulgaria enters the war and Ottoman RMs can reach the continent).
2) German ships in Wilhelmshaven that are sent to patrol the Baltic, are they subject to interception by TE ships in the North Sea? The manual seems to indicate they might be, but I have never seen that happen. Initially I was rebasing ships to Rostock until I noticed this seemed unnecessary, as my Wilhelmshaven ships were not being intercepted.
3) Must you actually control a sea area in order to move troops amphibiously through it on transports? Or is it sufficient that it is only not controlled by the enemy? Also, can one nation's tranports be used to help move another nation's troops?
