I'm not sure Naval Bombardment is working correctly. In the Med, I sent the british fleet to sea, and subsequently bombarded Tobruk. In the next turn, I was going to bombard again, but the bombard button is not active and the game says something along the lines of hex already bombarded this turn. Is this WAD?

It's a bug (there's a thread for it in tech subforum) and will be fixed in a patch (which should be available mid-august)
