Scuttle vs Sinking

A couple of questions regarding the subject of scuttling a ship.
-What is the difference between the victory value, as shown in the ship's screen, and the points awarded to the opposing side for scuttling the ship? I ask because in a current game I scuttled USS Wasp, yet the points shown in the ships loss screen is the same amount (267) as what is shown in the ship's screen at the beginning of the game (BTW, the air wing was transferred to Lunga, so no points loss there). I though scuttling a ship awards fewer points to the opposing side than an outright sinking.
Why does a ship that sinks in a harbor worth more than a single ship that is scuttled far out at sea?

Scuttling saves, IIRC, 10% of the points.

1. It should, but it may depend on where you scuttle it. Maybe the AI thought it was saveable & penalised you. Maybe too many crew had already been lost ( see 2. )
2. A sunk ship ( even in harbour ) loses lots of lives ( see USS Arizona @ PH ) as it's unexpected and can be reasonably quick to go down.
A scuttled ship will have had it's crew removed by another ship or will have had it's crew take to it's lifeboats ( more likely the former ).
The crew saved therefore equate to the points saved ( in theory ).

Scuttle them, its better than letting your opponent think he's sunk them.

She limped into Tulagi harbor with 86 Flot damage, but despite the size 5 port and ample base support her damage slowly creeped up to around 95-96 before I pulled the plug on her.
As I mentioned, the airwing was taken off beforehand, and it would have been reasonable to assume that with the exception of damage control parties the majority of the ship's crew would have been taken off once she arrived in port.

Tulagi becomes a life saver when it's been built up to a 6 or better yet 8 port.

I think the "system" penilised you for your choices here.
A base larger than 5 is almost certainly required for a Capital ship ( particularly an Aircraft Carrier ). I do not know the exact minimum size required however.
The best base for repairs is your "off map" base ( Tokyo / Pearl Harbour ); your best "on map" bases are those that house your Fleet HQ's ( which MAY give a futher support bonus ). Any base approx. the same size as those that house your Fleet HQ's can be used for repairs of Capital ships, but bear in mind the HQ bonus ( if any ) will not apply.
