Naval unit effect on raids Ver 1.010

5.4 Naval Units defines transports as being naval units.

9.1.3.2 Raids says : Raiders will never cross major river areas if enemy naval units are present.

Raiders will cross major river areas (if executing a multi-region raid) if the river area is only occupied by enemy transports and not enemy naval combat units.

Was the design intent that a transport (only) stop raider movement or should the documentation have said "......naval combat units...." rather than "......naval units...."?.

Should have said naval combat units.
