After France surrendered some of there navy was fired upon by the British Navy to prevent them joining germany. Just wondering if this could be simulated each french navy unit has a small chance of joining germany on french surrender. (5-10 %). It wouldn't be a game changing event but it would be intresting to see a stronger axis fleet in the med. Possibly making a north africa campaing easier and adding some more uncertainty to the game.

I don't see a way to implement this without code changes (another patch ...), and it doesn't seem worth the effort.

I suppose that one could have some fleet stay in S France, and include a non-zero chance that Vichy would actually swing German.

Actually, if you *really* wanted it you could get something with Random Political events. A random political event could cause S France to turn German (or all of Vichy to turn German if you want to go a step further) and create a fleet in S France. The creation, however, would not really accomplish what you want since it wouldn't give the British a chance to preemptively remove it.
