It seems the "already been bombarded" flag can get stuck. Bombarded trobuk with Brit Navy but failed to take it with ensuing attack. Every turn thereafter I kept getting the "target already has been bombarded" message when I rolled over the bombardment icon. I would think you should get to bombard the same target more than one turn.

This bug has been id'd and is being fixed with the new patch being released soon
