after the allies finish off the Axis can it declare war on the USSR ??? if it not set up that way now can a event item be added ???
Yes, you can declare war on USSR after defeating axis - no event is needed, though you'll need a lot of DP and you'll suffer big Social Unrest hit.
Game will end when only one alliance is left.
