What exactly is the event code for Vichy to fire. I have played in original and got Vichy but in the last 2 patches they hold on till I conquer the whole country before offering it.

I manage to take Paris Before any other city by the way.

according to the events file:
Belgium, Holland and Luxemburg doesn't exists
Paris is German
Metz or Lille is German

Ahh Ok I need to conquer Netherlands then
