Population drop to zero with 1 muster

hi there,
im making an AAR for my game. Thats why the comments in the image are in spanish.

Situation:
First turn. I order some musters in some provinces as USA, of course. The musters worked, but, in a lot of cases, the population in cities drop 2 people.

It is that normal? It is random? sometimes this takes 2 people? When i muster in 2 cities in the same province, do this takes 2 people in both cities?

Yes, it is normal.

A muster if successful produces an INF, and each INF costs two pop count.
About two musters in two cities in one province, it depends upon wether the muster is successful in both cities or not. But any successful muster =1 INF = 2 pop count reduction

I have played some games. Sometimes, it only took 1 people from citie, im sure. You say that ALWAYS take 2 people? Thats not my experience. Maybe this is something random.

I will still say ALWAYS two pop for a successful muster. I just ran a couple of turns for both sides to check, and every single muster reduced pop by 2. This would also be consistent with the cost of producing an INF brigade.

A reduction of 1 pop point might suggest that the reduction you have spotted in that city will have been from either production of a CAV, or the presence of a camp.
