Strategic Movement

OK, this sometimes work and sometimes doesn't.
Strategic movement simulates rail movement and your rail movement points reflect how much movement you can make. This is my understanding.
I can not move any German or Austrian units more than one hex with strategic movement. I think I see how this should work when I can transport my Ottoman artillery unit 8 or so hexes in one turn. I pick strategic move. The unit moves and then I pick it again and move the unit another hex. It leaves behind a little "ghost" trail as it goes. Is this the way it should work?
I can not move my German or Austrian INF corps more than a single hex even with a swarm of rail points remaining. I can select Strategic Movement. Move the unit. Then when I try and select it again it isn't there as an option.
Am I missing something here?
