WAW Mod

I put together a WAW Mod that I hope to be uploading to the sandbox in a few days. My first attempt at editing, I made some changes that I felt might address the Axis being a little too dominant. Here is this list.
- Increased Germany's starting manpower pool by 1000, however decreased thier monthly manpower gain from 100 to 60.
- Decreased Japan's monthly manpower gain from 40 to 30. No change to thier starting pool.
- Increased the Wests monthly manpower gain from 80 to 100. No changes to starting pool.
- Added Production Centers in North Africa. Cairo & Algiers produce for the West, Tripoli for the Axis.
- Added 2 resource hexs in Britain, York & Wales to help address some of the supply issues the West has initialy with it's navy.
- Added 2 Soviet Production Centers, Minsk & Riga. This should help the Russians prepare a little bit better for the German onslaught but not totaly hose Germany as both are close enough to the border that the can be captured early in the invasion. More incentive for the Germans not to hold off too long.
- In April of '42 if the U.S. is not already in the war, the West gets a card that allows them to bring the US in. Japan looses it's Pacific Blitz if this happens. The card functions just like the Japanese Pacific Blitz card...minus the surprise hits to US forces.
Overall, I wanted to add a little bit of urgency to the Axis to keep on the offensive and not run out the clock by holding off on U.S. entry. This should also help make the West and Soviets a little stronger at the start of the war...so Germany can't completely steamroll them... but I don't think it should be too unbalancing. Probably best not to play this mod with the Anti- Western Blitz card rule enabled.
