Transfer Question

I have quite a few units back at OKH and OKW, but for some reason I am not able to transfer them out with the transfer command. What am I missing here?

Transfer is limited by hexes (Irc, 5 hexes for InfDivs and 10 hexes for motorized Divs). For longer ditances you can use the rail transfer. You only need enough rail points and a receiving unit positioned at a rail line ...

In addition if you are trying to move between OKW, OKH, West Front , South Front, there is a limitation on how many units can be moved into these fronts. If I am trying to reinforce West front as an example I might have to withdraw a couple inf units and replace with Panzer Divs.
A question for others, does your game freeze if you try to transfer a ground unit into OKH or RVGK/ Stavka. I have no issues with Air transfers, only ground units.
