40 success's and a command rating of 9? How's that possible?

At the end of the war I have confederate naval leader William H Parker with 40 success's and a command rating of only 9. He should be at 16 according to the command rating improvement for success's rule. Unless he's been really really unlucky.

Some other naval leaders:
Anderson success 9 command 3
Tucker success 15 command 5
Cooke success 12 command 8
Buchanan success 12 command 7
Ingraham success 16 command 6

Sinking transports doesn't "really" count as a success or doesn't trigger the command rating improvement check?

Leader Successes: A success is credited to a Unit Commander whenever a unit under his command fires and damages an enemy unit. The leader may receive two successes if the enemy unit is destroyed. Leaders may also gain successes through successful cavalry scouting or raiding missions (see 9.1.3). Leaders will also gain a success whenever they successfully train a unit. Administrative and Engineering leaders only will gain a success by building a supply depot or regional fortification level.
If a leader’s command rating is less than 16, and that leader’s number of total successes to date is greater than Rnd(the leader’s command rating *3), then following getting credit for a success, the leader’s command rating will be increased by one. This check is made immediately whenever a leader gains a success (so this may happen multiple times for a leader within one combat).

I've been watching the same thing happen with Jeb Stuart. I suspect the logic is in a wedged state.

Oops. Now that reminds me. I once had a 2 star Jeb Stewart up to 16 command with lots more success's. I figured out the explaination as: Jeb has a turn 12 promotion delay and calvary training success's don't trigger a command improvement check.

A leaders command rating won't improve with a success check untill their promotion delay expires. It probably/might explain Parker all my other naval leaders as well.

That's probably the reason. No advancement until the delay is over.
