How do you ask for access into a country ? there's no button in diplo phase and cant double clic like when playing with AI.

If you are PBEMing/hotseat it then email/ask the player and ask so that they can check their Grant Access box thus giving you access.

Even if there was a button you would still have to email and ask the MP. The current way is this:

If that MP wants you to have access then that MP will grant you access by checking the appropriate box.

ok, i tought it was like alliances and trade that you have to ask and if the other had checked you have the permission... then, thx !

It used to be but I think Marshall got rid of that button.

I think he's considering doing alliances this way also, so you won't have to check a button you just ally with whomever you want to ally with by checking a box, if the other person has there box checked too then bam, an alliance. I think he is anyways.

I have release 1.03.14.  How do I ask the AI in solo play for ally access.  (the botton is no longer there)
(also my garrison disappear from provinces ceeded to me as a result of surrender after 3 months; is this a bug)

For humans simply remind your ally to grant you access. You can use the AI diplomacy button in the diplomacy phase to ask an AI opponent for access.
 
The transfer should not be a bug. The garrisons are transfered out of the temp access area to the closest supply source OR closest friendly city with access. This should actually be noted in the log.

I guess I wasn't clear.  The AI request access button is gone from the diplomacy menu in thediplomacy phase.  So I have no way to ask.  (This botton was still there prior to 1.03.14)
 
The second part, it is not a temp access area; these are now my provinces, ceeded to me by opponent at surrender. I want to leave my garrisons in what is now my territory, but the computer moves it just like the province was still part of the enemy country

No, I wasn't clear :-). There is not req access button any longer. You must request this through the AI diplomacy interface menu which should be the man and computer icon in the diplomacy menu. You then select the request access option and send your request.
