Question regarding Verdun fortifications?

In a current game the CP have completely destroyed the fortifications at Verdun with siege artillery yet the TE defenders there still have level 4 entrenchments.....is this supposed to happen?(Its Sept. 1914 and the TE is not yet capable of constructing trenches).
