Advice Needed - AI mops the floor with me

As the title says ...
I create supply hierarchies from HQ to HQ but it really mops the floor with me. Most villages I conquer cannot create or produce anything worthwhile, and while I produce only at the capital, I really cannot be that flexible with only one city. Any ideas?

Also ... what do the numbers on the counters represent!? The manual does not say ...

You can be flexible, you just have to change what HQ gets your production every turn. Have the small ones make supplies or PP, and your main one and the big ones you capture make combat units.
The number on the counter is the strength of the unit (approximately), typically somewhere between 30-250 for combat units.

Counter Strength = Power Points * ( rdn / 100) + ( Power Points * ( xp / 100 )

1. Try to win all of the tutorial and training scenarios
2. Play 10 x 10 or 15 x 15 maps, mirror maps. Each time you play, focus on one aspect of the gameplay and try to become the master of it.

That campaign gives me the error of not finding some image of a ship ...
