Strategic redeployment

How is this going to be handled in MWiF ?
I mean, the rules in WiF give a number of redeployments (depending on action type) ; however, some moves will cost more, essentially due the distance moved. IIRC, the rule adds 1 per map traversed (so that going from Vladivostock to Smolesk is a bit more costly than from Smolensk to Riga). However, MWiF doesn't have maps...
Do I confuse here [&:] with some edition previous to WifFE ?
In any case, could not a game like MWif do a slightly better job (as an option in product 2, not for initial release), with a more complicated rule (unpractical when not playing on a computer), such as making each strategic redeployment have a cost such as x+y/hex moved ? x being a basic cost (boarding, unboarding, commissioning the trains and trucks...) and y indicating that the longer the move (hexes counted along the shortest rail line connecting the origin and destination), the longer the transporting ressource is unavailable (I have in mind something like 0.3+0.02/hex).

CWiF had a specific number of hexes that was equivalent to 1 rail move. If you went over that number, it was 2 rail moves (and 3 rail moves if you went far enough, though technically you have to rail from the Pacific map to the W. Europe map to use up that many moves).
In practice, though, hexrows could be designated as 'map boundaries', and keep the WiF:FE rail move rule as is.

"Strategic Redeployment" - Busted! You used to play a lot of Avalon Hill's "Rise and Decline of the Third Reich". Many a WiF player can still be heard saying something like, "Maybe I should just SR some more stuff out there."

This rule reminds me that they changed the blue Berlin factories to red. That means you can now move 2 additional blue factories to Berlin for a total of 5 factories.
I always asumed that the rule of maximum 2 blue factories in a city was to ensure that no more than 3 factories was in the same hex.
There you go. Never asume anything about WIF. Before you know it the rules have changed.

I thought only URSS can move factories. Why a german would want to move factories?

The French can also benefit ; when the German sets foot in France, just move the factories from Lille etc. to Toulouse...
Actually, most countries can benefit ; the rule is there to be used in fairness by all countries. Much better than special rules that benefit only one country for obscure (and often unexplicable) reasons.

Don't forget that there are conditions to move factories.
A factory needs to have been destroyed during this or the previous turn, or an enemy in-supply land unit needs to be in your home country.
Also, don't forget that factories are useless without resources, so 5 factories in Berlin would be pretty much useless when Germany has enemy units on its soil.
