Production??

When playing the smaller scenario's (anything other than the 169 turn campaign) do you have to get involved with production, research, etc???
I found that producing Line Infantry and Wagon Transporting them to the front on the next turn was key in taking the VP cities in the Waterloo scenario. I think I may have also produced a Foot Artillery unit, as well.
I tried research once, but got no advances in that short of a time frame.
