Hi

I am a bit confuse on the ship strength thing

It is mention that ship strength of 30 can blockade a port

So the ship strength is maximum at 10 , therefore three is needed ? correct ?

Does the ships need to be in a FLEET ?

Yes, three ships (of 10 = 30) are needed.
And yes, they need to be in a fleet.
