Two regimes for each player

How can i do in order to one player lead two regimes? In North Africa scenario, axis player lead both Germany and Italians forces, but i dont know how to design that. Can anybody help me?

You can not design that as one regime = one player unless the player plays two regimes unknowingly to the game
The proper way to do it, if I understand you correctly, is to have one Regime = Axis and two People = Germans and Italians belonging to the Axis regime. That way the Axis player will control both Germany and Italy.

It works. Thank you a lot Widell.
Now I control two peoples, USA and Great Britain, playing as allies, whith different counter colour for each one. But symbols top left counter and HQ flags still being the same for two peoples. Is it posible to give differents symbols and flags for each people belonging the same regime? North Africa scenario does whith Germany and Italy. How can I do that?
