Debug & startup issues

Hi,
I've just bought Panzer Command: Winter Storm (download) and can't make it run. When I try to run it, I get the intro video, and then this error message:
"PCOWS.exe - Common Language Runtime Debugging Services Application has generated an exception that could not be handled. Process id=0xc5c (3164), Thread id=0x67c (2940). Click OK to terminate the application. Click CANCEL to debug the application."
I click CANCEL, and this brings the following message:
"PCOWS.exe - No debugger found. Registered JIT debugger is not available. An attempt to launch JIT debugger with the following command resulted in error code of 0x2(2). Please check computer settings. cordbg.exe !a 0xc5c Click on Retry to have progress wait while attaching a debugger manually. Click on CANCEL to abort the JIT debug request."
Having tried both with equally dismal results, I opt to cancel.
I installed the .NET Framework and DirectX included within the game download, and also went to the Microsoft Download site to make sure my DirectX drivers were updated. I also downloaded the patch for this game from the Matrix site. No matter what I try, no result.
