Movement sequence

I an actual game, an specific situation made me wonder about the movement sequence. As far as I remeber, strategic movement (rail) is done last during a turn. In the case of combat in the strategic target hex, the units do not arrive at all (movement is cancelled)
In our case we had a battle for Saloniki. The germans (me) attacked in the first impulse of a new double month turn. But instead of arriving late (or not at all) English naval transport troops were already in the hex under attack. I don't know the specifics, but it might be that these we reinforcements arriving in England, which were instantly (teleported) into the hex even doing a journey by sea. If they had done a strategic movement by rail, they would have been disallowed to enter the hex.
Does this feels right? Shouldn't all strategic movement function under the same rules?
