Not sure if it is a bug, but it seems strange to me...

The combined french+dutch navy in Le Havre is forced to sail out due to british forces making a breach and taking the city. The french+dutch wins a battle against the blockading english navy who retreats back to Portsmouth. What now happens is this: The french navy is suddenly in Cherbourg and the dutch navy in the channel, not united anymore, instead they are split up.

Why have they split?
Shouldn´t the french+dutch navy enter into a blockade of Portsmouth?

P:s. If it is a bug (and not me making a mistake) i will report it according to what Del has said about reporting bugs...

They shouldn't split up, but there's a bug (fixed in 1.04.07?) on that part.
 
They won't follow to the blockade box. That's a game shortcoming that may be looked at later.
