WW2: Road to Victory is the first grand strategy release from IQ Software/Wastelands Interactive, which covers World War II in Europe and the Mediterranean. Hex-based and Turn-based, it allows you to choose any combination of Axis, Allied, Neutral, Major or Minor countries to play and gives you full control over production, diplomacy, land, air and naval strategy. Example: Italian convoy in the Med. Does it receive any protective benefit if there is also an Italian regular fleet in the same sea zone?

The fleet will help in suppressing raiders.  There is a new report in the pull down which can show you the naval interactions.  Also, when you see a convoy has taken losses you can hover over the convoy line to see raider activity and in which sea areas the raiders did damage.  Positioning your own naval units in these sea areas will help suppress these raiders.  This supression will be in the form of naval encounters (battles) between the raider and your naval forces.  Every raider you destroy will be one less to attack you next turn.
 
I do not believe the presence of fleets affects the Malta effect.
