What exactly would be the penalty for the TE, should they invade Belgium or Holland?

In any case the effect is randomized for each neutral country so you can't get a definite answer.

But as far as I can tell up to 3 turns delay/advancement per DOW on Belgium/Netherlands (for both CP and Entente).

That is really a good question since things like "neutral outrage" and courting their favor seem to be window dressing. My understanding is that the only way to even get passage through these (Belgium, Holland, Albania, Luxembourg) countries (ie, not even making them an ally - just rights to move through)is through a declaration of war, ie, they are permanently neutral unless attacked. I'm supposing that with the USA, three refers to moving the green bar an amount that could delay entry up to three strategic turns? If Great Britain is not yet on the continent, the same sort of delay would make sense but of course, there is no diplomacy involved since they are already at war. I also wonder if it affects Bulgaria, Romania, Greece, and Italy since thy had unrelated reasons for going to war.

Right, a 1, 2 or 3 is the number of turns that entry could be delayed.

"Outrage" is telling the player that country's entry moved by one or more. The chance that the US, or Holland, would be upset over an invasion of Belgium by Britain is higher than what Romania would be.

But, say, France invades Belgium and Holland expresses outrage. If it is like the German invasion of Belgium, Holland gets a green entry bar but leans neutral. It is correct that, no matter how much diplomacy is made and no matter how great the die rolls, Holland will not lean one way or the other nor declare war no matter how outraged she becomes? I figured the really small powers had outrage just for the historic affect but no actual game affect. Anyway, in one of my earlier games, I spent tons of TE diplomatic points repeatedly trying to get Belgium to agree to allow French troops to move through (declare war on the CP) with at least no apparent affect. I guess they should have responded because France invaded. [:D]

Right, Holland will not enter the game barring someone declaring war on it. And outrage from a small country like Albania can also be dismissed. And nope, there's no way to buy "transit rights".
