Intentional that the Russians can’t build art in 1.30?

Not complaining really – think the inability of the Russians to build siege artillery in particular is a good idea. Both in terms of the trouble the Russians had with Austrian fortresses and any rebalancing that helps the CP is probably a good idea

If you are referring to our game then the answer is that you will ahve to wait until the second strategy phase to build siege artillery with the Russians as they don't have any arms available before then. You could still build siege artillery with the French in turn one though.
But how i siege artillery going to help you taking Petrograd back from a German amphibious invasion in turn one [8D]
