WIR 3.2 - No mouse or keyboard?

Just downloaded the lastest build (3.2). Am I missing something here or is the setup routine now gone? Just copying it into a directory and running it results in a frozen session at the scenario selection screen on my machine under Windows 2000. The mouse and keyboard both appear to be inoperative.
I was able to run earlier versions of this game on this hardware. What do I need to do to get this one going?

I hate to say it, but it may be Win 2000. I've read a lot of bad things about it. I fly Warbirds III, and a squadie had installed Win 2000 and had no end of problems with it. He went back to Win98 and everything is fine.

I feel like an idiot, but after reading the 'Out of Memory' error thread I took a stab in the dark and tried this solution. The game now runs fine on both my machines.
After right-clicking on the program icon and selecting 'Properties' go to the memory tab and set conventional memory to 640 and everything else to None (if available). It now ran fine. On my home machine, the Properties tab is different (first icon I created by hand, the second one was inherited from an earlier install) but setting the Properties / Compatability mode to 'Windows 98 Compatability Layer' solved the problem on that machine.
I have enjoyed this game many times over the past, and look forward to sneaking in some major playing during work during the rest of this week. Seems I have an overwhelming need to recreate one of the worst catastrophes in humanity history at my employer's expense. Is there a freud in the house?
