To mUster or Not to Muster?

Historically, I believe Lincoln called maybe 1 or 2 'musters' per year.....but, how often should I muster. Should I do it every turn until there are no troops left or there is a low percentage? What long term effects will it have if I muster a lot at first.

I tend to muster as long as the % > 50, AND the governor of the state supports it. And I will never muster in an "important" (*) city. When I have built up three armies (as CSA) I will never muster again.

* a city that either produces goods I need (since depleted population yields less resources), or
is a city in which I will build units (as the South, this tends (for me) to be any city in VA and SC)

Besides if the city has no population left (all "heads" greyed out on the city screen) there is no need to muster as you need 2 "heads" to muster.

Much depends on the settings here. With richer economy for example CSA can afford more to buy and less to muster. Conversely, USA can buy whatever it wants which is better and less risky than mustering (better quality and no risk of revolts).
