go to orders phase and my sige art can attack the belgium unit but my troops cannot advance (all the movement arrows only let me move back into germany.

Is it possible you're trying to click on HQs rather than infantry corps? The HQ at the top of the stack is not activated by other HQs so you have to right-click to get to the unit underneath and then select Move Unit or Move Stack. Can't really think of what else could be the problem.

ok. didn't realize i had to press "H" to actually activate the headquarters.

can i assume the 1914 scenario can be continued past the 3 turn (6 month) limit until 1918?

Yes, all scenarios can continue past their end date and can be stopped at the end of the following one or play right through.
