Bug "jumping" lend fleets

This still happens in patch 1.04.
Some fleets evac safe ports they have access to.
Marshall said this was fixed in 1.04.

Austria at war against Naples :
Naples fleets in port with a blockade austrian fleets
Austrian corps win battle in Naples Zone but don't enter the city !
So nobody / no garison in Naples (only Naples fleet).
The next turn : Naples fleet scuttled !
Is it right ? Without any threat on the fleets !

Sounds right, though its only scuttled if if fails to win a evac battle.
You dont need to garrison the city, if no enemies are in the city the one with corps there controls the area including the town.

I had to circle back on some other cases as well for 1.05
