Union Naval Strength

I had read that the union fleet started the war with appox. 90 vessels and doubled that to 180 by August 1861 through purchases, building etc. In the rules, I believe, it says that each small white sqaure underneath a Flag symbol represents one ship and it looks like for at least the standard campaign which starts in Nov. 1861 there are only 15 vessels in the union fleet. Am I taking that too literally? Is the full strength of the union navy represented in some other way? My guess is that it is in some abstract way. Somehow, I doubt the designers didnt know that there were a lot more than 15 ships in the union navy by nov. 1861:) Thanks kirk

The historical opening strengths of the Union and Confederate fleets are taken into account. Each ship unit represents a number of individual vessels, one per strength point, so a full strength ship equals 10 vessels.
