carriers in shallow water question

I know it's in the manual somewhere, but I can't find it. What are the penalties for carriers in shallow water hexes? Do CVE's and CVL's operate without penalties?

Shallow Water and Deep Water: The only difference between these two is with regards to
submarines and mines: submarines are easier to detect in Shallow Water than Deep Water, and
mines disperse faster in Deep Water than in Shallow Water.
Maybe different in AE.

If you are in a base hex, it cuts your strikes to 50% - but just colors on the map expect subs otherwise.

Shallow water has no effect upon carriers in WITP, but being in a base hex will reduce all air missions launched from that carrier TF by 50%.

You do not want to get caught in a base hex with CV's. Had that happen to me once while I was doing a rapid resupply. Lost Shokaku and Zuikaku. That really set me back.

I'm not completely convinced that is the case either. I've had a carrier group stationed at Naga doing close air support missions at Manila now for several days, and I'm noticing that not only are they attacking hard, they are attacking multiple units per turn. Since it is KB, having 122 Kates and 110 Vals is pretty convincing that it is in fact launching mostly full (if not full) strikes. Now add to that big strike several other smaller strikes of 10-30 a/c (about 3-5 strikes per turn). It is not always those exact numbers, but when you combine it with other strikes from the carriers, it addes up to most of the strike aircraft on hand.
Keep in mind I have 5 CVs and the 3 CVLs there in 2 seperate groups. If I am adding this up right I should have about ~170 kates and ~135 Vals on station. These are estimates only, but I should be in the ballpark on strike aircraft on hand.
If I have done all the figures close to right, you are looking at a total strike package of 80-90% of the aircraft launching per turn. Granted the TF is in the hex but it is not docked, and that may be the difference. It is simply at sea in the base hex, and not the base hex it is attacking.
And if you are wondering why I am wasting KB on CAS at Manila...I really just want that over with so I can move on to bigger and better things. [;)]

It's only in your own base hex.
From New Guinea to Formosa and many points between, have had carriers operate in landing hexes (both fleet, light and expendable) with no negative effect.
The point is a game mechanic to discourage hiding carriers under local CAP while still providing full airstrikes; the old UV carrier/base hedgehog tactic.

I do own Naqa at the moment. Counted the total of kates launced last turn. 172 Kates launched on over 4 strikes. Like I said, I'm not convinced that it works. I have no LBA in the hex though but I doubt that would affect anything.
