Hey Marshall,

I thought this bug had been taken care of, but it's not looking like it has. I'm playing GB and I've established the OE. The morale of the Egyptian corps in Lille in northern France is 1.0 and the Moroccan corps in Namur in Flanders is 1.4 (from a mix of inf and cav). These should each be 1.0 higher, as the OE has been established.

PS if this is already a known issue, sorry for the reposting.

I should RTFM before firing off posts. After a small bit of investigation, OE improved morale only occurs if Turkey creates the OE. Ergo, no bug.
