If I attempt to 'picket' my territory/provinces to deter enemy forces getting to my rear will 'Seek' Battle prohibit enemy forces using 'avoid' Battle?

In other words, if the enemy has 'avoid' battle selected for his units, can they get through my forces in a province without initating battle if I also have 'avoid battle'?

Does 'avoid' battle option allow for exploitation ONLY if defender does NOT have seek battle?

avoid battle vs avoid battle = no battle
avoid battle vs seek battle = 50% chance per movement phase of a battle
seek battle vs seek battle = battle
