If the logic states that a Governor supports say, Money production; Does this mean that I get more money when I opt for Money over Labor or is it an encouragement to build a mint when I will thus get more money?

No real need, you get the bonus no matter how many mints etc, and the bonus is as far as I know not per mint, but added to your national total produced.
