Camps? Supply Priority? How do increase my general reinforcements?

Camps, Camps and Camps.

And the bigger the population of the city in which you build the camp, the more they are supposed to give in terms of actual men. (I do not recall the actual formula atm)
Remember that camps can drain from your available population, so I tend to avoid building camps in cities were I produce my new units.
