..Elmer and bridge repair..

..the scenario is Silvanski's War in the East, Russians vs Axis Elmer. Elmer just isn't repairing his bridges rail or road. Maybe the lack of engineer units but couldn't he be given the ability to use his RR engineers to do this, we all do..

exactly which east front scenario is it?
putting engineer squads in RR units can indeed be helpful to aid Axis Elmer

..Great War in the East, PO version..
..he appears to do some, but not all..
..you want a SAV so you can check out which don't get repaired ?
