Do artillery count as 2 for stacking rather than 1 as the manual says? When I mouse over stacks that seems to be the only way to make the numbers add up. Thanks. Edit - OK I put an arty in it's own hex and see it does indeed count as 2 not 1.

Edit - Also, can you not intentionally overstack during the mobilization phase even though some hexes start overstacked?

Stacking was quickly changed in the first patches as you could otherwise create monster artillery killer stacks.

And no you can not deliberately overstack in the mobilization phase although you can do so in the movement phase by cancelling movement orders which is a gamey conduct IMO.
