What determines the choice of weapons in Dickie Jays, is it the game progress, time passed or both??? any way to edit sth to get to better weapons.

My impression was always that your accomplishments influenced it, so the more you succeed, the more becomes available.

If you have help tips turned on it explains that to you. As you progress in the game and gain experience you will be offered better weapons and Mercs that wouldn't work for you before will be more inclined to do so.
